What is Dharavi Redevelopment Project?

The Dharavi Redevelopment Project (DRP) is a Vital Public Purpose and Special Project by the Government of Maharashtra (GoM), which aims to transform Dharavi as an integrated and planned township.

Who is undertaking the Dharavi Redevelopment Project?

The project is being implemented by the Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA), which is the Special Planning Authority appointed by the Government of Maharashtra. The execution of the project will be undertaken by Navbharat Mega Developers Private Limited (NMDPL), where the DRP/SRA is a joint venture partner.

Who will be the owner of the land in the Dharavi Redevelopment Project?

The ownership of the land will remain with the Government of Maharashtra.

Why is a survey being conducted? Is it mandatory for me to participate?

The survey is the foundational step towards transforming Dharavi into a modern and well-planned township. The survey is being conducted to gather comprehensive data about the residents of Dharavi and the structures within Dharavi.

The DRP/SRA issued a public notice on 11 March 2024 announcing the date of commencement of the survey with a request to all Dharavi residents to participate in it. The notice also mentions the process that will be followed by the surveyors and the relevant documents that need to be furnished by the residents. Participation of all residents is crucial for the project.

Who is carrying out the survey?

The survey is being conducted under the supervision of the DRP/SRA and it is being executed by NMDPL.

What is the process being followed for the survey?

The DRP/SRA has already issued a notice for the survey. It takes place in four stages. In the first stage, a recce of the lanes in the area to be surveyed is undertaken. This is followed by giving unique numbers to all structures in that area. Subsequently, laser mapping of the lanes is done through Lidar Survey. And in the final stage, a team of surveyors, led by officials from the DRP/SRA and NMDPL, visit each tenement and collect all relevant information and self-attested copies of documents from the residents.

How is eligibility determined? Which documents are required for the survey?

The eligibility of tenement holders is determined by the Government of Maharashtra’s Government Resolutions dated 16.05.2015 and 16.05.2018. The survey conducted by DRP/SRA and NMDPL is the primary method of determining eligibility.

An indicative list of documents needed during the survey:

For residential structures:
1. Survey slip/photo pass issued by BMC
2. Electricity bill
3. Electoral roll or voter ID card
4. Property tax bill/receipt issued by BMC
5. Non-agricultural permission or tax receipt issued by Revenue Department (GoM)
6. Share certificate issued by a registered slum Co-Op Housing Society
7. Aadhaar card

For commercial structures: 1. Survey slip issued by BMC
2. Shop and establishment license (Gumasta)
3. Electricity bill
4. Restaurant license fee receipt (where applicable)

During the survey, surveyors will inform if any other document is required.

Under which regulation is the rehabilitation planned for the Dharavi Redevelopment Project?

The redevelopment of Dharavi will be undertaken under provisions 33(9)(A) and 33(10)(A) of the Development Control and Promotion Regulations (DCPR) for Greater Mumbai, 2034.

Where will eligible tenement holders be rehabilitated?

All eligible tenement holders will be rehabilitated within Dharavi Notified Area.

How much space will eligible tenement holders get?

For residential structures:
  • Each eligible tenement holder will get a home of 350 sq.ft. carpet area free of cost.
For commercial structures:
  • Holders of tenements with an existing area of up to 250 sq.ft. will get the actual area, subject to a maximum of up to 225 sq.ft.
  • Holders of tenements measuring more than 250 sq.ft. will get 225 sq.ft. structures free of cost. They will get an area above 250 sq.ft. on the basis of a telescopic reduction method and the cost of construction will be determined by the Government of Maharashtra.

What determines ineligibility? What will I get if I am ineligible? Where will I be rehabilitated?

All Upper floor tenements, which came into existence after 1 January 2011 will be considered ineligible. Holders of such tenements will get a home (300 sq.ft. carpet area) outside Dharavi Notified Area (DNA) under the state government’s affordable Rental Housing Policy with an option of hire-purchase.
